Proposal

A final Construction Environmental Management Plan (CEMP) to discharge condition 10 of previous approval : A final Construction Environmental Management Plan (CEMP) shall be submitted to and agreed by the Council prior to any development activity including ground preparation or vegetation clearance. The final CEMP must identify the perceived risks to the aquatic environment, potential pollution pathways and mitigation measures to negate such risks. The final CEMP must, as a minimum, include the mitigation measures included within the outline CEMP as well as: a) Construction Method Statement(s) - including details of construction and excavation and timing of works; b) Pollution Prevention Plan – including details of a suitable buffer of 10m between the location all construction works, refuelling, storage of excavated spoil/oil/fuel/substrate/construction materials/machinery, concrete mixing and washing areas and any watercourses or any surface drains present on or adjacent to the site. c) Site Drainage Plan; including details of Sustainable Drainage Systems (SuDS), foul waste disposal, surface water disposal/treatment and silt management measures; d) Spoil Management Plan; including location of spoil storage areas outwith the 10m buffer zone, management and handling of spoil and details of the reinstatement of excavated spoil; e) Environmental Emergency Plan; including details of emergency spill procedures and regular inspections of machinery onsite; f) Water Quality Monitoring Plan; g) Details of mitigation measures to protect badgers; h) Details of the appointment of an Ecological Clerk of Works and their roles and responsibilities. The final approved CEMP shall be fully implemented and adhered to during the construction phase to the reasonable satisfaction of the Council.
