What is an HMO licence?
A house in multiple occupation (HMO) is a home shared by three or more people who are not one household and who share a kitchen, bathroom or toilet. Councils license HMOs under the Housing Act 2004 in England and Wales, and under their own laws in Scotland and Northern Ireland. A licence sets the most people and households the house may hold, and conditions on its safety and management.
What are mandatory, additional and selective licences?
Mandatory licensing is set by law: in England it covers every HMO with five or more people forming two or more households. Additional licensing is a council's own scheme for smaller HMOs, across all or part of its area. Selective licensing covers privately rented homes that are not HMOs, in areas a council designates; some registers list those too, and we keep them, but they are left out of HMO searches unless you ask for them.
Where does the data come from?
From each council's own public register of licensed HMOs. Councils in England and Wales must keep one (Housing Act 2004, section 232). Every record is traced to the council register it came from.
How often is it updated?
Each council's register is checked on a schedule set by how often that council changes it, and each check records the licences that appear, change or leave the register.
What does "active" mean?
Licensed or applied for, and not past the licence's expiry date: every licence the map shows. Councils do not always update their registers when a licence lapses, so a licence past its expiry date is shown as expired whatever the register says.
Why is my council not shown?
Some councils publish no register online, some provide it only on request, and a few restrict its reuse. We add councils as their registers become available; search for yours in the council list to see whether its register is on the map.
Does it show who holds a licence?
No personal details are shown. Each record describes the property and its licence.
Why do you list more licences than the official count?
The government's figure for England counts mandatory licences only (Local Authority Housing Statistics, question f10a). Councils' registers also hold additional licences, from their own schemes for smaller HMOs, and we list those too. Wales counts mandatory and additional licences, and Scotland and Northern Ireland count licences under their own schemes. We compare each council's count with its own official figure.
