26/02001/TPC - Tree In A Conservation Area Current

Proposal

This application relates to two trees located at the far end of the rear garden of 73 Middle Brook Street, as identified on the accompanying sketch plan. Tree 1 Elder tree Tree 1 is an elder tree. The proposed work is to fell the tree to ground level and remove the resulting arisings. The tree is partially dead and has already shed several large branches. Following an inspection, an arborist advised that it is unlikely to recover satisfactorily, even if the remaining dead wood is removed, and recommended its removal. Tree 2 Yew tree Tree 2 is a yew tree located immediately adjacent to Tree 1. The proposed work is to fell the tree to ground level and remove the resulting arisings. Removal is proposed at the same time as Tree 1 to enable the area around both trees to be cleared and investigated following signs of rodent activity near the roots. The stumps will be ground out below ground level and the resulting material removed. Data via plota.co.uk

Site constraints 13

Grade II listed: 36, Middle Brook Street
List entry 1173261 · 23 m away · 5 more listed buildings within 150 m (1 Grade II*, 4 Grade II)
Listed building consent is needed for work that affects the special interest of a listed building, inside or out, on top of planning permission. Setting can be a consideration for buildings nearby; there is no fixed radius.

Historic England ↗
Flood zone 2, rivers and sea
Medium chance: between a 1 in 100 and 1 in 1,000 annual chance from rivers, or 1 in 200 to 1 in 1,000 from the sea. Any development here needs a flood risk assessment. Defences are not counted.
The Environment Agency flood map for planning. Homes in zone 3 must also pass the sequential test. Surface water flooding is a separate map.

Nutrient neutrality catchment: Solent: Includes Chichester and Langstone Harbours SPA/Ramsar, Solent and Southampton Water SPA/Ramsar, Solent Maritime SAC, Portsmouth Harbour SPA/Ramsar
New homes and overnight accommodation must show nutrient neutrality before approval.
Natural England advice: extra wastewater in these catchments harms protected habitats, so schemes must offset their nutrient load, usually through credits.
Winchester conservation area
Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.
Air quality management area: Winchester Town Centre AQMA
The council has declared the area as failing an air quality objective.
Schemes that add traffic, parking or combustion plant are assessed against the area's action plan and may need an air quality assessment.

Where habitat is joined up enough to work as a network. Context, not a constraint on its own.
