Do you need planning permission to run an HMO?
A small HMO (3-6 unrelated tenants, Class C4) usually doesn't need planning permission unless the area has an Article 4 direction. Larger HMOs (7+ tenants, 'sui generis') almost always need a full planning application.
What is Class E in planning?
Class E is the flexible commercial use class introduced in September 2020. It covers shops, offices, cafes, restaurants, gyms, clinics, nurseries and light industry. You can change uses freely within Class E without planning permission.
Can you convert offices to flats without planning permission?
Class MA permitted development rights let you convert Class E premises (including offices) to residential (Class C3) via a prior-approval application rather than full planning permission. Limits apply: max 1,500m², not in conservation areas or AONBs without additional consent.
