In most cases an outdoor heat pump unit smaller than 1.5m³ (raised in 2025 from 0.6m³) and at least 1m from the boundary qualifies as permitted development. Listed buildings and conservation areas may need full permission.
How big can a solar farm be without planning permission?
Ground-mounted commercial solar farms above 50kW effectively always require full planning permission. Smaller rooftop installations on industrial or agricultural buildings can sometimes use prior-approval rights under Part 14 of the GPDO.
