26/00045/TCA - Tree Conservation Area Approved

Proposal

Remove 5 of the trees. Two native hawthorn trees (6&7) and the holly and privet hedge will be retained. Privet (1) has grown beyond 4m high, but is largely dead wood and in need of removal. This would be replaced by smaller privet as part of the existing hedge. Two cherry laurels (2&3) have grown too large between the stream and the path and have large dead sections. It is not appropriate to replace these as there is no space between the stream and the path. Cherry laurel (4) appears to have self-seeded further downstream against the neighbouring garage, and is growing at a steep angle, likely affecting the stability of the bank and the neighbours garage. To prevent damage this needs to be removed and should not be replaced. Cherry laurel (5) has grown over 6m tall at the front of the garden, preventing light from reaching anything underneath. This will be replaced with a decorative tree more in keeping with the character of the estate. Data via plota.co.uk

Site constraints 6

Nutrient neutrality catchment: Solent: Includes Chichester and Langstone Harbours SPA/Ramsar, Solent and Southampton Water SPA/Ramsar, Solent Maritime SAC, Portsmouth Harbour SPA/Ramsar
New homes and overnight accommodation must show nutrient neutrality before approval.
Natural England advice: extra wastewater in these catchments harms protected habitats, so schemes must offset their nutrient load, usually through credits.
Uplands Estate conservation area
Also Uplands Estate. Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.
Article 4 direction
HMO. Named permitted development rights are withdrawn here.
An Article 4 direction withdraws particular permitted development rights, so work that would normally need no application needs one here. Not every council has published its directions.
