Summary of planning committee decision
Decided by Fenland Planning Committee on 5 Aug 2026.

“Erect of 1x self-build/custom build dwelling including the removal of existing trees and erect 1.8m high boundary fencing…”

Officer report
The site and surroundings
The site was residential garden land accessed from Bell Gardens, with bungalows nearby, trees to the north, Flood Zone 1 and a newt zone.
“The application site is situated on the northern side of Bell Gardens and is accessed on the western side of Doddington Road. The site currently comprises residential garden land associated with No. Doddington Road.”
“Bell Gardens is characterised by single-storey bungalows which are uniform in character and design. The bungalows are constructed in a buff brick, with dual- pitched roofs.”
Officer report
Earlier planning history
Earlier permissions covered an annexe and garages and a detached chalet bungalow, while an earlier dwelling and garage application was withdrawn.
“Reference Description Decision F/YR12/0153/F Erection of a detached 1- bed annexe and double garage Granted 28/05/2012 F/YR07/1127/F Erection of a 4-bed detached chalet bungalow with integral garage and detached double garage serving 1 Doddington Road Granted 12/12/2007 F/YR07/0396/O Erection of a dwelling and erection of garage to serve 1 Doddington Road Withdrawn…”

Consultation responses
The parish council and residents raised concerns about overdevelopment, access, parking, flooding, drainage, refuse collection, construction and trees, while consultees raised no objections subject to conditions.
“The owners of the bungalows which form Bell Gardens are not permitted to park vehicles on that driveway at any time. How will this be applied to 1 Doddington Road and this application. There is not space enough for construction type vehicles etc to park on that access driveway in such a way as to enable safe use by the residents of Bell Gardens. Where will construction workers vehicles be parked when Doddington Road itself usually has many vehicles parked along it.”
“It is noted that Morton & Hall Consulting Ltd makes comment relating to an “existing” large, tarmacked area for bin collection and that the bin collection point is set out of the width of the private driveway. This is an error. There is no bin storage area. All residents currently have to leave their refuse bins on Bell Gardens driveway on collection days. This already narrows the driveway access on those days.”
Officer report
Who spoke
The agent spoke for the proposal, explaining that it would match nearby bungalows and addressing flooding, deliveries, refuse collection, road maintenance and the self-build agreement.
Members’ discussion
Members considered the proposal to be a single self-build dwelling with little to debate, and one member said he would support it.
“Members asked questions, made comments and received responses as follows: • Councillor Mrs French stated that the application is for a single self-build dwelling and there is not much to debate.”
“Councillor Connor stated that he concurs with Councillor Mrs French and he will support the application.”
