REASON: The tree has developed a pronounced lean and there is visible movement in the root plate, with ground disturbance and lifting on the tension side of the base, indicating that the tree is no longer soundly anchored. Willow is a brittle species which forms weak unions and sheds limbs readily, and a specimen of this size and form leaning over a small enclosed garden, its boundary structures and the neighbouring gardens presents a foreseeable risk of whole-tree failure.
