T1 HORSE CHESTNUT (AESCULUS HIPPOCASTANUM) – FELL THE TREE HAS BEEN SUBJECT TO INSPECTION AND IS EXHIBITING CLEAR AND ONGOING SIGNS OF PHYSIOLOGICAL DECLINE. ONE OF THE PRINCIPAL STEMS IS IN A VISIBLY DETERIORATING CONDITION, WITH REDUCED VITALITY AND PROGRESSIVE DIEBACK WITHIN THE CANOPY. THE TREE IS ALREADY SHOWING PREMATURE LEAF DECLINE AND EARLY SENESCENCE, WHICH IS NOT CONSISTENT WITH NORMAL SEASONAL BEHAVIOUR AND IS INDICATIVE OF SIGNIFICANT UNDERLYING STRESS. THIS PATTERN IS COMMONLY ASSOCIATED WITH AGE RELATED DECLINE IN MATURE HORSE CHESTNUT SPECIMENS AND SUGGESTS A REDUCED ABILITY TO RECOVER OR REGENERATE. THE PRESENCE OF A DECLINING STEM WITHIN A MULTI STEM STRUCTURE INTRODUCES AN INCREASED RISK OF STRUCTURAL WEAKNESS OVER TIME, PARTICULARLY WHERE DIFFERENTIAL LOADING MAY OCCUR BETWEEN STEMS. AS THE CONDITION PROGRESSES, THE LIKELIHOOD OF LIMB OR STEM FAILURE INCREASES, ESPECIALLY UNDER WIND LOADING OR ADVERSE WEATHER CONDITIONS. GIVEN THE SIZE OF THE TREE AND ITS CURRENT CONDITION, CONTINUED RETENTION WOULD REQUIRE ONGOING INTERVENTION TO MANAGE BOTH PHYSIOLOGICAL DECLINE AND STRUCTURAL RISK. SUCH INTERVENTION IS UNLIKELY TO PROVIDE A SUSTAINABLE LONG TERM SOLUTION AND WOULD RESULT IN A GRADUAL LOSS OF CANOPY AND AMENITY VALUE. IN THIS CONTEXT, THE TREE IS CONSIDERED TO BE IN IRREVERSIBLE DECLINE, WITH A LIMITED REMAINING SAFE USEFUL LIFE EXPECTANCY. REMOVAL IS THEREFORE JUSTIFIED AS A PROPORTIONATE AND REASONABLE MANAGEMENT RESPONSE, PARTICULARLY WHERE THERE IS POTENTIAL RISK TO SURROUNDING AREAS.
