“DM2026/00125 - LAND OUTSIDE 78 - 82 HIGH STREET, SUTTON SM1 1EZ The application sought advert consent for two advertisement screens on the front and rear elevations of a replacement BT communication kiosk.”
Minutes
The site
The proposal would replace the non-digital display on the current telephone kiosk and include two internally illuminated digital screens.
“The proposal is for a replacement of the non-digital display on the current telephone kiosk with a telephone hub that would include two digital internally illuminated screens and the proposal will not result in any change to existing traffic or parking conditions in the vicinity of the site.”
“The council’s Highways Officer has reviewed the proposal and has raised no objections to the proposed works. The displays would be located on a wide section of the footway to maintain clear pedestrian routes, maintaining accessibility. To prevent visual hazard, the illuminated screens automatically dim at night to 600 cd/m2, which is in accordance with the levels set by the Institute of Lighting Professionals.”
Officer report
Officers’ recommendation
Officers recommended approval because the screens would preserve the town-centre setting and would not harm highway or pedestrian safety.
“The proposed digital advertising screens would have a neutral effect on the central setting and therefore would preserve the context of the site and would not significantly detract from the Town Centre streetscene and the character of Sutton Town Centre Conservation Area.”
“The proposal would not result in any adverse impact on the safe operation of the public highway or pedestrian safety.”
