Roof replacement at 44 Broomfield, Harlow

Summary of planning committee decision

Decided by Harlow Development Management Committee on 17 Jun 2026.

HW/HSE/26/00092Approved

What was proposed

The application sought to replace concrete roof tiles with traditional Welsh slates matching the rest of the terrace.

“The proposal seeks permission for the replacement of the concreate roof tiles with traditional slates. It is considered acceptable in terms of character and appearance. It complies with the relevant policies within the Local Plan and supplementary documents and is recommended for approval accordingly, subject to the imposition of appropriate conditions.”

“The proposal seeks planning permission for the replacement of the concreate roof tiles with traditional Welsh slates that would match in appearance with the roof slates of the rest of the terrace.”

Officer report

The site

The site is a two-storey end-terrace dwelling in the Mark Hall North conservation area, alongside homes with traditional slate roofs.

“The application site comprises a two-storey end of terrace dwellinghouse on the west side of Broomfield within the area of Mark Hall North. The site is within the Mark Hall North conservation area. It does not contain listed building.”

“The other dwellings of the terrace have traditional slate roofs.”

Officer report

Earlier application

An earlier roof replacement application was withdrawn after concerns that concrete tiles would harm the conservation area’s character and terrace group value.

“This application follows a recently withdrawn application for a similar scheme (HW/HSE/26/00022). It was previously proposed to replace the slate roof tiles with concrete tiles and my advice pertaining to the proposal raised concerns regarding the impact this would have on the character and appearance of the Conservation Area. The previously proposed concrete tiles would have resulted in the loss of an original material detail and eroded the group value of the terrace.”

“It is now proposed to replace the existing slate roof covering on a like for like basis using Welsh slates. This is an improvement from the previous application and would preserve the character and appearance of the Conservation Area. The submitted product brochure illustrates that there are three variations of slate available; Penrhyn, Cwt-y-Bugail, or Ffestiniog.”

Officer report

Officers’ recommendation

Officers recommended approval because the minor works would remain in character, have no adverse conservation-area impact and comply with relevant policies.

“Policy PL1 of the HLDP and the Harlow Design Guide SPD indicate that proposals should not result in unacceptable harm to the character and appearance of the application site or area. Development proposals should protect, enhance or improve local distinctiveness without restricting style and innovation, whilst taking account of local character and context, including patterns of development, urban form and landscape character.”

“The proposed works are minor and would remain wholly in character with the appearance of the host dwelling and streetscene. It would not have adverse impact on the Mark Hall North Conservation Area. The Heritage Officer was consulted and raised no objections to the proposal subject to confirmation of the type of slate that will be used. On this basis, the proposal complies with policies PL1 and PL12 of the HLDP.”

Officer report

Heritage advice

The heritage officer supported the revised proposal, subject to agreeing which Welsh slate type would be used through a condition.

“Subject to the details secured through condition, the proposal would be compliant with Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.”
