26/2893/TC - Tree works in a Conservation Area Registered

Proposal

(1) Acacia, in previous planning permissions identified as either Acacia or Robinia. Whole crown reduction to 4 m above ground level. The tree is in the corner of the property, on the corner of Westcombe Park Road and Foyle Road. It has three types of fungus growing on it, including one that could signal ill health of the tree. The top branches seem dry and unhealthy. We would like to preserve as much as possible of the tree, but would like to make sure it is safe (as branches reach out towards the sidewalk. We would only be able to comment on the health of the tree once works have commenced as it is not possible to gauge the health before cutting (as far as I understand). (2) Bay tree. We would like to reduce by 30%, because some of the branches are touching the building / windows, especially when it is windy. Data via plota.co.uk

Site constraints 9

Blackheath conservation area
Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.
Council document ↗
Heritage at risk: Westcombe Park, Greenwich
On the register of historic places assessed as at risk.
A designated building, monument, park or conservation area assessed as at risk from neglect, decay or development. Proposals that secure its future are looked on favourably.
Historic England ↗
Air quality management area: Greenwich AQMA
The council has declared the area as failing an air quality objective.
Schemes that add traffic, parking or combustion plant are assessed against the area's action plan and may need an air quality assessment.
Council record ↗
National infrastructure project 672 m away: Thames Tideway Tunnel
The site is 672 m from the project boundary. Waste water treatment, decided. The project page says whether consent was granted. Also within 2 km: Silvertown Tunnel (decided, 1472 m); London Strategic Heat Main Project (at pre-application, 632 m).
Nationally significant infrastructure projects (power stations, electricity lines, pipelines, major roads and railways, harbours, airports and reservoirs) are consented by a Secretary of State under the Planning Act 2008, after an examination by the Planning Inspectorate, rather than by the council. The boundary is the one the Inspectorate consults on and can change as the scheme does. Projects are shown within 2 km of the site.
Planning Inspectorate project page ↗
Habitat network: Network Enhancement Zone 2
Where habitat is joined up enough to work as a network. Context, not a constraint on its own.
Also on the record
Radon affected area, class 2; 1 listed building within 150 m; Inside the Greenwich built-up area; Public transport access: PTAL 2 (poor), TfL 2023, for the 100 m square.
Not affected
Outside flood zones 2 and 3 · Not green belt · No scheduled monument at the site
