Two-storey side extension at 1 North End St James Road South Elmham All Saints, Halesworth

Summary of planning committee decision

Decided by East Suffolk Planning Committee North on 14 Apr 2026.

DC/26/0512/FULApproved

What was proposed

The application proposed demolishing the porch, building a two-storey side extension and making external alterations to the upper storey and roof.

“The application seeks planning permission for a two-storey side extension and associated alterations. The side extension would extend from the north-east elevation of the dwelling and have a depth of 6.98 metres, width of 4.28 metres and be finished with a part-hipped roof with a ridge height of 7.25 metres.”

Officer report

The site and surroundings

The property is an end-of-terrace cottage in a rural lane, outside a settlement boundary and within the countryside.

“St James Road is a narrow rural lane located to the north-west of All Saints’ South Elmham. The site is located towards the eastern end of St James Road and close to the junction with The Common. The area surrounding the site is verdant in character, with expansive northward and southward views of open grassed fields which are occasionally interspersed by hedgerows and trees along the street.”

“The subject dwelling, 1 North End is an end of terrace property which forms a group with three other cottages on the south side of St James Road. The terrace is constructed in red brick, with white UPVC windows and a hipped red pantiled roof. Noticeably, there is a slight incline between St James Road and the cottages which are located on higher ground.”

Officer report

Why officers recommended approval

Officers considered the extension proportionate, well designed, respectful of the dwelling and street scene, and unlikely to harm neighbours, parking or highway safety.

“The alterations to reposition the entrance door to the front elevation are acceptable and there are no objections from officers on the removal of the porch/side extension. The two- storey side extension will be highly visible from St James Road but when having regard to the design, materials and the scale of the development, the proposal is deemed to be respectful to the host dwelling and street scene.”

“There are two existing off-street parking spaces to the front of the dwellinghouse. It appears that the net number of bedrooms as a result of this development will be the same as existing, and therefore the proposal is not considered to have an impact on parking or highway safety.”

Officer report
