DC/25/140854 - Trees in Conservation Areas Approved

Proposal

REAR: ONE dead Willow (T1)(ht.9m) REDUCE to MONOLITH approx.ht.3m. Reason: since submitting the 6-week notice to lateral reduce the crown, on 12 August 2025 agent confirms the tree has died. The willow was already showing canopy decline and poor physiological condition, spring and summer 2025 have been exceptionally hot and dry, the tree is on sloping ground above a highly used path in the animal walk area, tree considered extremely hazardous, with brittle wood prone to failure. Duty to replace applies. Informative A: managing the tree as monolith for wildlife and biodiversity is greatly appreciated. Informative B: duty to replace applies if a tree in a conservation area is removed because it is dead or presents an immediate risk of serious harm: Tree Preservation Orders and trees in conservation areas, government guidance para 121. Informative C: a large canopy species tree required as replacement, planted near the original tree during the 2025-26 planting season, and the monolith and replacement tree to be protected with fencing from animal damage. Informative D: please create habitat log piles with arisings for wildlife and biodiversity. Works amended to fell from lateral reduce as agents email 12 August 2025: Data via plota.co.uk

Registered park or garden: Horniman Gardens
Nationally designated heritage. Its significance and setting carry great weight.
Registered parks and gardens, battlefields, world heritage sites and protected wrecks are designated heritage assets: harm needs clear and convincing justification.
Historic England ↗
Forest Hill conservation area
Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.
Council document ↗
Article 4 direction
Small HMO Northern Extension. Named permitted development rights are withdrawn here.
An Article 4 direction withdraws particular permitted development rights, so work that would normally need no application needs one here. Not every council has published its directions.
Archaeological priority area
An assessment or field evaluation may be asked for before ground works.
The council or Historic England considers archaeology likely here. A desk-based assessment, and sometimes trial trenching, can be asked for with the application.
Air quality management area: Crofton Park and Honor Oak Park Air Quality Management Area
The council has declared the area as failing an air quality objective.
Schemes that add traffic, parking or combustion plant are assessed against the area's action plan and may need an air quality assessment.

Checked on 14 October 2026. The pin for this application is the centre of its postcode rather than the building, so distances to nearby designations are measured from the postcode and can be out by the width of the postcode area. Historic England, the Environment Agency, Natural England, Transport for London (public transport access levels, Powered by TfL Open Data, OGL v3.0, contains OS data © Crown copyright and database right 2025) and council datasets, Open Government Licence. A boundary can run through a site and the council holds the definitive record: confirm with the council before relying on this.
