Relocated listed lamp columns at Southsea Seafront From Long Curtain Moat In The West To Eastney Marine Barracks In The East

Summary of planning committee decision

Decided by Portsmouth Planning Committee on 9 Sept 2026.

26/00579/LBCApproved

What was proposed

The application sought to remove and reposition 16 Grade II listed seafront lamp columns, with conservation, repairs and additional modern lighting.

“Listed Building Consent is sought for the removal and re-positioning of 16 Grade II listed lamp columns along the seafront. These will be relocated as close to their existing position as possible. Modern lighting columns will placed at regular intervals between the historic columns in order to provide the appropriate lighting levels.”

“The lamp columns will be temporarily displaced to make way for the construction of the scheme which will involve raising of the promenade. This will prevent them from becoming irreparably damaged and partially obscured. They will be dismantled following careful recording and inspection by archaeological and iron works specialists which will inform the appropriate methodology for their removal. This methodology will be agreed with the conservation officer.”

Officer report

The site and surroundings

The works concern a 1,065-metre seafront section within the wider coastal scheme, which was being delivered in phases.

“The Southsea Coastal Scheme is a Flood and Coastal Erosion Management Scheme that stretches 4.5km along the southern edge of Portsea Island. The scheme extends from Royal Garrison Church in the west (NGR SZ 63126 99156) to Eastney Barracks in the east (NGR SZ 67077 98784) and is split into seven sub-frontages.”

“The Southsea Coastal Scheme is currently under construction and is being delivered in phases. Construction is complete at Sub-frontage 1 (Long Curtain Moat), Sub-frontage 4 (Southsea Castle) and Sub-frontage 5 west (Pyramids to Speakers Corner). Sub- frontage 3 (Southsea Common) is currently under construction and is due for completion in summer 2026.”

Officer report

Earlier scheme history

The wider sea defence scheme was approved in 2019 and has since received several amendments, including earlier consent for similar lamp-column works.

“Since consent for the full scheme was granted, there have been a number of applications granted under Section 73 of the Town and Country Planning Act 1990 for minor amendments to: • Sub-frontage 4 (Ref 21/00820/VOC) – August 2021 • Sub-frontage 5 west (Ref 22/01720/VOC) – April 2023 • Sub-frontage 3 (Ref 23/00896/VOC) – October 2023 • Sub-frontage 2 (Ref 24/00987/VOC) – December 2024 • Sub-frontage 5 & 6 (Ref.”

What members discussed

Officers explained that contemporary new columns would be interspersed with the historic ones, and members welcomed their consistent design and LED bulbs.

“In response to questions, officers said that when the historic lamp columns were relocated, they would be interspersed with new lamp columns. The new columns were representative of the new era and had a contemporary design, which had been agreed with Historic England and the council's conservation officer. They were consistent with those elsewhere on the seafront.”

“Members' Comments Members appreciated that the new lamp columns would be of consistent design and noted that LED bulbs would reduce energy consumption.”
