What was proposed

The application sought replacement windows and doors, a rooflight and internal layout changes, including works to the historic building and its modern extension.

“The proposal involves the following external alterations: - Replacement of fixed timber screen in 1990s extension. The existing screen is to be replaced by timber folding doors. - The replacement of the 1930s metal window located at ground floor level on the south-eastern elevation with new french doors and side lights. The doors and side lights are proposed to be aluminium painted black.”

“The proposal involves the following internal alterations: - Internal layout changes including the relocation of the ground floor bathroom in the old kitchen which requires a new timber partition. The partition will run into the mullion of the north-west three part window. These works are contained within 1990s extension. - Kitchen ceiling is to be removed to form a vaulted ceiling. New wall proposed to form an attic store at first floor level.”

Officer report

The site

The site is a detached Grade II listed farmhouse on a large plot, accessed by a track and mainly surrounded by agricultural land.

“The application site is Beech Tree Farmhouse, East Green, Kelsale Cum Carlton. The site does lie within a designated settlement boundary and is therefore considered to be within the countryside for the purpose of applying planning policy.”

“Beech Tree Farmhouse is a Grade II listed building that dates from the 17th century. It is a detached residential dwellinghouse which lies on a large plot of land set back from the highway and can be accessed by a track which runs to the south-east of the main property. This track passes the property itself and leads to a collection of agricultural buildings on a separate plot, outside of the curtilage of the house itself.”

Officer report

Officers’ recommendation

“The proposal is considered to preserve the significance of the Grade II Listed Beech Tree Farm, in line with The Planning (Listed Building and Conservation Areas) Act 1990, The National Planning Policy Framework and the relevant policies in the Local Plan. The application is therefore recommended for approval.”

Officer report

What members considered

Members were told the site was not visible from the highway, later 1930s infill would be removed without losing historic fabric, and door details could be controlled by condition.

“The Assistant Planner presented the application, showing the site location plan, aerial photographs, photographs of the building, and the existing and proposed elevations and floor plans. It was noted that the site was not visible from the highway. The proposed works included the replacement of 1930s windows with aluminium doors and windows, alterations to the 1990s extension, and the insertion of a rooflight.”

“The Assistant Planner explained that the proposal would remove later infill dating from the 1930s but would not result in the loss of any historic fabric. It was noted that details of the replacement door could be secured by condition. The Assistant Planner outlined the key planning conditions and confirmed that the recommendation was approval, subject to the conditions set out in the Committee report and update sheet.”
