Change of use to garden at 1 St Andrews Road, Beccles
Summary of planning committee decision
Decided by East Suffolk Planning Committee North on 10 Mar 2026.
What was proposed
The application sought to turn a vegetation-filled corner from scrub land into residential garden, with a new boundary wall and reinstated grass verge.
“Planning permission is sought for the Change of Use from scrub land to residential garden, including reinstatement of grass verge and erection of new boundary wall. The proposal is considered to meet the requirements of amenity and design and therefore this application is recommended for approval.”
“This submitted application seeks planning permission to change the use of this vegetation filled corner from scrub land to residential garden and marking this amended boundary with a wall. On the roadside of this wall, a grass verge would be reinstated.”
Officer report
The site
The site is in south-east Beccles, beside Oak Lane and Cucumber Lane, with vegetation between the existing boundary and the road.
“The site is located in the south east of Beccles close to the borders with Worlingham and Weston and is subject to no notable planning constraints. The dwelling is accessed from St Andrews Road but is also bordered by Oak Lane and Cucumber Lane. The edge of the boundary to which this application relates is on the corner of Oak Lane and Cucumber Lane with the area between the existing boundary and the road edge filled with vegetation.”
Officer report
What officers recommended
Officers recommended approval because the proposal was considered acceptable for neighbouring amenity, design, appearance and highway safety.
“The proposal changes the appearance of the corner at the junction between Oak Lane and Cucumber Lane through vegetation being lost and a wall being constructed closer to the junction. The principle of this change is considered acceptable with there being no defined character of corners in the area.”
“Suffolk County Council's Highways Department was consulted on the proposal due to the proposal's proximity to the highway. In their comments, they did not object to the proposal but commented that the applicant should obtain a Highway Records drawing from the County Council to ensure no structure is placed within areas of public highway to ensure users of the highway have suitable visibility and space to use the highway safely.”
Officer report
Consultation responses
No third-party representations were received, the town council gave no response, and highways officers requested that structures stay outside the public highway.
“No third party representations have been received.”

Officer report
What members discussed
Members discussed the boundary height, highway distance, access, nearby boundary treatments and whether removing the vegetation would improve the area.
“The Chair referenced the Town Council objection and the wall height they mentioned. The Planning Officer wasn’t sure where the 1.2m reference came from. The Chair said the important bit was how far from the highway it was and that would be less than the current scrub.”
“Councillor Ashton said there was a similar hedge at a junction near where he lived. Not good to lose vegetation but it wasn’t that valuable and it would be a positive contribution. Would be unfair not to approve looking at other boundary treatments nearby.”
