Officer report

The site

The former radar training station is a Grade II listed building in the Fleetwood Conservation Area, near two other Grade II listed buildings.

“The application site is situated to the northern side of The Esplanade, Fleetwood. There are other nearby Grade II Listed buildings (Lower Lighthouse and North Euston Hotel) and the building is within the Fleetwood Conservation Area.”

“The Radar Training Station is a Grade II Listed Building. The List entry says 961-2 by Lancashire County Council Architect's Department under Roger Booth, designer and architect in charge Eric Morris Hart, Assistant County Architect, Clerk of Works Tom Dennis. It was built for the practical training of masters and crews of coastal craft in the latest radar technology. Reinforced concrete, flat roof.”

Officer report

What officers advised

Officers recommended refusal because information was missing about the timber floors and drainage pipework needed to assess effects on the listed building.

“Entry to have timber floors. Growth Lancashire raise concern that in the heritage statement 'there is no mention of the timber floors and that the floors are now covered in insulating boards'. Given the significance of the floors, they advise '...the removal of the flooring would cause some level of harm to the significance of the building and their removal would require clear and convincing justification under paragraph 213 of the NPPF'.”

“The proposal is for works to support a use that will bring this Listed Building back into use, which will help to preserve its significance. However, the application contains insufficient information to fully assess the impacts of the proposed development on the significance of the Listed Building, including whether or not features of key importance (timber floors and open underside of building) will be retained.”
