“Site Description The application site is located on a private driveway approximately 100m to the north of Gatewen Road, New Broughton. The dwellings of Oakfield Court lie approximately 75m to the north. The site is adjacent to a range of substantial outbuildings formerly associated with Gatwen Hall that have been converted to dwellings (Fair View, The Hay Barn and The Hay Loft). Gatewen Hall itself is approximately 40 metres to the east of the application site.”

Policy H10 deals specifically with replacement dwellings outside of settlement limits.”

Design and living conditions

The larger cottage-style dwelling was considered suitable for its surroundings and would not harm nearby occupiers through loss of daylight, privacy or overbearing effect.

“Design The existing dwelling is modern bungalow of limited architectural merit. It would be replaced by a dormer bungalow of a cottage style appearance. It would have a similar overall width to the existing dwelling but would have greater depth and height, being 1.4m higher than the existing dwelling. The floor area of the proposed dwelling would be a 100% increase over that of the existing dwelling.”

“Impact on Neighbouring Amenity The proposed dwelling would be approximately 14 metres from the south-west facing elevation of The Hay Loft. However, there are no windows or other openings in that elevation. The proposed dwelling would therefore not harm the living conditions of the occupiers of The Hay Loft by way of loss of daylight, privacy or visual over dominance.”

“If demolition of the dwelling does not occur within 12 months of the date of this planning permission, no demolition works shall take place after that date until details of additional bat surveys and full details of any mitigation measures, as may be necessary, including a timetable for their implementation, have been submitted to and approved in writing by the Local Planning Authority.”

“Within three months of commencement of the development hereby permitted, a scheme of landscaping, to include a Landscaping Management Plan, shall be submitted for the written approval of the Local Planning Authority. Landscaping shall be undertaking in accordance with the approved scheme.”
