“Members engaged in a detailed discussion regarding condition 4, which related to the use of hand-tools in the proposed works. The practicality and interpretation of this requirement were considered, with some questioning whether it was realistic for a project of this nature. The Chairman noted that the definition of hand-tools could be interpreted broadly and expressed the view that the condition was acceptable in this context.”
“Councillor C Martin expressed concern that the current poor condition of the barn was the result of previous actions by the applicant. He requested that Condition 1 be strengthened to require commencement of works within one year, rather than the standard three-year period. He also proposed that any salvaged materials be stored in a weatherproof structure, given the fragile nature of the building and the need to prevent further deterioration.”
