“In response to the public forum, officers advised that the issues raised during the public forum had been fully assessed and were contained within th e report, and that drainage, ecological, construction management, and sustainable travel matters could be appropriately controlled through planning conditions.”

Concerns about growth

The local member raised concerns about cumulative housing growth and infrastructure, especially local healthcare provision, while recognising these could not determine the application.

“Councillor Andrew Griffin, as the Local Unitary Member, then spoke to the application where he raised concerns as to the cumulative impact of housing growth in Berryfield and the wider Melksham area, noting that significant levels of completed and proposed/allowed development on appeal were not being matched by corresponding infrastructure improvements, particularly in terms of local healthcare provision.”

“A debate then followed where Members expressed concern over the recently withdrawn Local Plan, the time it would take to finalise a new adopted plan, the housing land supply deficit, and recent changes to the NPPF reducing the weight afforded to the Council’s strategic policies and settlement boundaries and the increased the likelihood of further speculative development.”
