Temporary homeless pod at Stephenson Centre, Ann Street, Kendal
Summary of planning committee decision
Decided by Westmorland And Furness South Lakeland Local Area Planning Committee on 4 Sept 2025.
What was proposed
The application sought permission to continue installing one temporary homeless pod in Manna House’s parking area for emergency accommodation.
“SUMMARY 1.1 The application seeks planning permission for the continued installation of a temporary homeless pod in the forecourt/ parking area of Manna House, a homeless shelter in Kendal. The application hasn't sought permission for a specified time period (i.e. 1 year or 18 months); therefore, if planning permission is granted, it is for the Local Planning Authority to decide the length of the permission (for example 18-months, 2-years, permanent etc.).”
“The proposed development is identical to the previously approved application, and there has not been a material change circumstances to warrant an alternative determination. The flood risk affecting the site hasn't changed, and there hasn't been reports of any criminal behaviour directly resulting from the installation of the pod.”
Officer report
What officers recommended
Officers recommended approval because circumstances had not materially changed, flood risk was acceptable, and significant antisocial-behaviour concerns had not emerged.
“Principle of development and flood risk 8.3 The application site falls within the settlement boundary of Kendal and within Flood Zone 2. There hasn’t been a material change in circumstances since the determination of the previously approved application, such as a change in the flood risk affecting the site; therefore, the principle of development is considered acceptable. The application has been supported by a Fire and Flood Risk Emergency Plan.”

Members’ discussion
Members supported the proposal, citing the absence of police concerns and supporting permanent permission.
“Members’ attention was drawn to the two previous applications submitted where temporary permission was granted, photographs of the pod and the parking area of Manna House and a site plan. Members were informed that there had been no change in the circumstances of the application and that during the extended trial period no concerns had been raised by the police.”
“Members noted their support for the proposals and felt that the lack of any concern raised by the police was positive and supported the request for permanent permission.”
