Clad caravan bike store at Strickland Arms, Great Strickland, Penrith

Summary of planning committee decision

Decided by Westmorland And Furness Eden Local Area Planning Committee on 10 Sept 2025.

2025/0871/FPAApproved

What was proposed

The application sought to retain and relocate a static caravan, clad in timber with decking, for bicycle storage.

“The application seeks permission to retain an existing unauthorised static caravan situated in the car park to Strickland Arms, and re-position it to the south eastern corner of the site, cladded using half-round timber fencing. The proposed use is for bicycle storage.”

Officer report

The site

The site is a public house with letting rooms, a car park, tourism huts and neighbouring homes, with the caravan already present without approval.

“The application relates to The Strickland Arms, a Public House with letting rooms, fronting the highway within the centre of Great Strickland. There is an existing car park with a static caravan situated in the north eastern corner, together with a small number of yurts/tourism huts sited at the rear of the premises. Residential properties are situated to the front and sides of the property.”

Concerns raised

The parish council and four objectors opposed the proposal, citing parking, access, timber cladding, overdevelopment and the suitability of the store.

“Great Strickland Parish Council (04 February 2025): “The application refers to a caravan that should no longer be on site; it has been refused permission to be retained, and also refused on appeal. Retention of the caravan will still impact car parking, which is an issue for neighbours at times, with (often inconsiderate) on street parking taking place because of the lack of space in the car park.”

“Current information on the applicant’s website states that secure bike storage is already available on site, and placement of the caravan could clash with the use of the car park for camper vans to overnight. The proposed use of timber cladding is leading to what is believed to be an over developed timber cladding development, with local comments saying it is a 'timber shanty town". The Parish Council recommends refusal of the application…”

Officer report

What members considered

Members heard that the revised location followed discussions with officers, reduced visual impact, and avoided nutrient neutrality and biodiversity net gain requirements.

“A previous application on the site had been refused because of the likely adverse visual impact. The proposed site is the result of discussions with planning officers. The caravan would have no internal walls and all windows would face onto the…”
