Replacement sports playzone at Studlands Park Sports Club, Newmarket

Summary of planning committee decision

Decided by West Suffolk Development Control Committee on 6 Aug 2025.

DC/25/0664/FULApproved

What was proposed

The proposal would replace the existing games area with lighting, landscaping and a path link, alongside seven non-illuminated fence banners.

“Planning permission is sought for a replacement of the existing multi-use games area (MUGA)/play zone at Studlands Park. The proposal incorporates lighting, landscaping and hardstanding to link the development with the existing footpath.”

“Advertisement consent is sought for seven non-illuminated vinyl banners to be fixed to perimeter fencing associated with the MUGA.”

Officer report

The site

The site is within Newmarket’s settlement boundary, beside a play area and social club, with vegetation near the A14 and homes to the east and south.

“The application site is located within the settlement boundary of Newmarket and is based on the Studlands Estate. The site comprises an existing MUGA adjacent to an existing play area and social club. Towards the north of the site, there is a large, vegetated area which borders the A14. There are residential dwellings towards the east and south of the site.”

Officer report

Why officers supported it

Officers considered the enhanced facility acceptable because it supported recreation, health and wellbeing, while landscaping, lighting and noise controls addressed potential impacts.

“The application site is located in an area where there are existing sports facilities, play area and social club. There is also a large area of public open space towards the south of the site, nestled within the wider residential development. There is an existing MUGA on the site which, as a result of the proposal, will be replaced with an enhanced facility as well as landscaping and a footpath link to Hyperion Way.”

“In relation to noise impacts of the proposed development, the scheme has been accompanied by a noise impact assessment which has been reviewed by Environmental Health. This has been confirmed acceptable subject to conditions relating to the submission of a noise management plan and hours of operation. The application site accommodates existing recreational facilities including a play area and a large area of open space.”

Officer report

Consultation responses

The town council welcomed the main application and raised no objections to either proposal; highways had no objections, while environmental consultees requested conditions.

“Private Sector Housing and Environmental Health No objections subject to conditions relating to hours of operation, lighting and submission of a noise management plan.”

“Town Council Welcomes this application and voices no objections.”

Officer report

Members’ debate

A councillor questioned whether replacing unrestricted use with a managed booking system could reduce access, and officers agreed to provide further information.

“Councillor Jon London voiced reservation with the fact that the proposal sought to replace an existing MUGA which operated entirely ad-hoc and unrestricted with a managed, bookable system. He raised concern that this could impinge access to the facility.”

“The Head of Planning agreed to seek further information on the Smart Access system operated by Clubpark and would share this with Members directly.”
