Community building extension at The New Croft, Chalkstone Way, Haverhill

Summary of planning committee decision

Decided by West Suffolk Development Control Committee on 9 Jul 2025.

DC/24/0979/FULApproved

What was proposed

A single-storey side extension would add flexible event space to an existing community building, including a ticket entrance enclosure.

“Proposal 1. Planning permission is sought for a side extension to the existing community/ clubhouse building to provide additional, flexible event space. The proposed extension will be used by existing sports users of the site and by the community. For example, Haverhill Rovers FC would like to use the additional space to accommodate supporters on match days.”

“The proposed extension is 9.4m in width and 20.3m in depth, with a ridge height of 4.6m. The proposed materials will match the existing building with the use of blockwork, light grey aluminium panels and anthracite window and door frames. The proposed plans also indicate a ticket entrance enclosure adjacent to the extension.”

Officer report

The site

The site includes a clubhouse, sports pitches and spectator stands, with the extension planned on existing hardstanding beside the clubhouse.

“Site details 5. New Croft is located to the north-east of Haverhill and comprises a clubhouse, playing fields, two 3G pitches, grass football pitches and spectator stands. It is accessed off Chalkstone Way.”

“The siting of the proposed extension will be to the south-west of the existing clubhouse on existing hardstanding. The majority of the existing vegetation (ornamental dogwood) to the south of this area will need to be removed to facilitate the extension.”

Officer report

Earlier site decisions

Earlier permissions covered a 3G artificial grass pitch and the original clubhouse, changing rooms, football grounds and covered stands.

Officer report

Consultation responses

Consultees raised no objections subject to conditions, while the town council remained neutral and expressed concerns about parking and access.

“Town Council 17. “The Town Council fully support the HCSA, which is great resource for the town and a world class facility, therefore, will be taking a NETURAL stance on this application. However, the Town Council would like it noted that they do have serious concerns over parking. The current parking provision is inadequate and any additional development will exacerbate the situation.”

“Additionally, the existing access is not wide enough, which is at times, causing queuing along Chalkstone Way. HCSA do need to explore the option of a second access/exit.”

Officer report

Public representations

No representations were received from the public.

“Representations 18. No representations received.”

Officer report

Committee discussion

A councillor referred to the informal arrangement allowing users to park at the neighbouring academy, and an officer explained its status.

“The Senior Planning Officer explained that whilst the arrangement was informal and therefore couldn’t be secured by planning condition, she had not been advised of any change in this arrangement.”
