The site is identified as being within Bathgate town centre in the West Lothian Local Development Plan.”

“Refuse planning permission as committee agreed unanimously that the application did not comply with policies 14 and 27 of NPF4 and DES1 of the West Lothian Development Plan as there was inadequate parking spaces for a town centre location; poor quality of design of the accommodation; inadequate staff facilities; inadequate communal space; there was an overconcentration of this type of use in the Bathgate area, and the proposal would not encourage, promote and facilitate development in our city and town centres. 5. APPLICATION NO.”
