Replacement dwelling at 84 Warrengate Road, North Mymms, Hatfield

Summary of planning committee decision

Decided by Welwyn Hatfield Development Management Committee on 12 Mar 2026.

6/2024/1636/FULLApproved

What was proposed

The application sought permission for a replacement dwelling after partial demolition of the existing dwelling, using the existing access.

“The application site is a corner plot situated at the intersection of Warrengate Road, Hawkshead Lane and Swanland Road. Mimmshall Brook lies to the east of Warrengate Road, and the site is enclosed to the front and to the south by a flood defence wall. The site forms part of a group of approximately 25 bungalows which vary in design and style.”

“This application seeks planning permission for the erection of a new dwelling, following the partial demolition of the existing dwelling. During the site visit the Case Officer witnessed that whilst the majority of the existing dwelling has been demolished, a large part of the front wall still stands, together with other fragments of the original building remaining on site.”

Officer report

What officers recommended

Officers recommended approval because the proposal was considered appropriate in the Green Belt and would have no significant adverse planning impacts, subject to conditions.

“Conclusion 10.1 Further to the above and subject to the suggested conditions, the proposal would have no significant adverse impact upon the character and appearance of the area, adjoining or future occupiers living conditions, highway safety, landscaping, ecology, flood risk and drainage or other relevant matters. It would also be appropriate development in the Green Belt.”

“Accordingly, the proposal is considered to be in accordance with the relevant national and local planning policies and as such it is recommended for approval.”

Officer report

Who spoke

The applicant’s agent supported approval, while a North Mymms parish councillor opposed the proposal on Green Belt, design and flooding grounds.

Committee discussion

Members sought clarification about the earlier refusal and the different Green Belt exceptions considered relevant to the current proposal.

“During the discussion clarification was sought regarding the history of the planning application as it was recommended for refusal previously. Officers explained that the application was refused previously due to the harm to the green belt and that it did not meet with exception 154D, which related to replacement buildings in the green belt where it could not be larger than the one it replaced.”
