Eight flats and shop at 170-172 Mitcham Road, London SW17

Summary of planning committee decision

Decided by Wandsworth Planning Applications Committee on 20 Jan 2026.

2024/2152Approved

What was proposed

The application proposed alterations, rear and roof extensions, a new shopfront, eight flats, retained commercial space, roof terraces, and cycle and bin storage.

“24/11/2022: (2022/0455) Approved: Alterations including change of use of rear ground floor from commercial (Class E) to residential (Class C3) at both properties. Erection of part single, part two, part three-storey side/rear extension at both properties and formation of second floor rear roof terraces. Provision of 2 x 1-bedroom flats at ground level and conversion of existing 2 x flats on 1st and 2nd floor into 3 x 2-bedroom and 1 x 1-bedroom studio flats.”

“At ground floor level, the existing single storey extension to the rear of no. 172 would be demolished, and single storey extensions would be built to the rear of both properties. The proposed extensions would partially infill the side return, leaving a 2-2.6m deep courtyard by the main rear elevations of the buildings. The extensions would extend 2.1m past the rear of the back addition at no. 172, and 3.4m past the back addition at no.”

Officer report

What people raised

Members questioned the current occupiers, the front bin store, commercial vitality and the stairs’ design in relation to fire escape.

“In response to a question about the current occupiers, the Area Team Manager East Team was not aware of the future arrangements for the existing or future occupiers of the property. The proposal was for a reconfiguration of the residential floor space and for some additional floor space from the commercial unit at the rear converted into residential development.”

“A Member thought the flats were well designed but expressed concern over the design of the stairs, in relation to having to turn a corner by the entrance to one of the ground floor flats. This was in the context of fire escape. In response to the Head of Development Management comment that the design of the stairs would be scrutinised by building control, the Member was not satisfied that building control should resolve a design issue.”
