Roof extensions and terrace at 32 and 32a Khartoum Road, London SW17
Summary of planning committee decision
Decided by Wandsworth Planning Applications Committee on 19 Nov 2025.
What was proposed
The application proposed roof extensions, a 150mm ridge raise, a roof terrace with privacy screening, roof lights and a side extension.
“Rear Mansard Roof Extension and Ridge Raise • The proposal includes the construction of a mansard-style roof extension to the rear of the main roof. This extension would span the full width of the roof, approximately 5.5 metres, and would have a rear elevation sloped at 70 degrees. A dormer window is proposed along the rear elevation, measuring 1.9 metres in height and 1.2 metres in width. The extension would be finished in zinc cladding.”
“Extension Over Rear Addition and Roof Terrace • An extension is also proposed above the existing two-storey rear addition. This extension would have a depth of approx.. 3 metres from existing eaves to the end point of the extension, and a height of 2.2 metres, with the rear and side elevations sloped at 70 degrees. The exterior would be finished in zinc cladding. French doors are proposed on the rear elevation, providing access to a roof terrace.”
Officer report

“SITE DETAILS: The application site is a two-storey mid terrace dwellinghouse located on the north-west facing side of Khartoum Road. The property, being a purpose built pair of maisonettes, is two flats with one located on the ground floor and a second located on the first floor.”
“The area is residential in nature and properties of a similar scale and design surround. The site is not listed or within a conservation area.”
Officer report
Officers’ assessment
Officers found the design acceptable and considered that conditions would prevent unacceptable effects on neighbours’ daylight, outlook, privacy and fire safety.
“To assess the potential impact on daylight and sunlight, the ‘45-degree’ and ‘25- degree’ tests from the BRE Guide: Site Layout Planning for Daylight and Sunlight – A Guide to Good Practice are applied. These tests determine whether an extension may cause a material reduction in interior daylight.”
“Consequently, the proposal is considered to have adequately addressed fire safety at this initial planning and design stage. The proposal would therefore accord with policy D12 of the London Plan (2021). Conclusion/Planning Balance 4.1 The design and scale of the proposal would provide an acceptable scheme, which would not harm the character or appearance of the surrounding area.”
Officer report
