The site and its history

The 4.5-hectare greenfield site lies south of Mayfields Way, beside Langthwaite Beck, farmland and a sports ground, and includes a public footpath.

“The site comprises greenfield land located to the south of Mayfields Way in South Kirkby, measuring approximately 4.5 hectares. The site is roughly rectangular in shape and is naturally bound to the south by Langthwaite Beck, to the east and west by hedgerows, and the Mayfields Way residential development to the north which was constructed in the 1990’s, comprising 94no. dwellings.”

“A Public Footpath runs through the site from north to south, crossing Langthwaite Beck, and meeting Broad Lane to the south west of the site. The site was previously within the Green Belt however it was removed from the Green Belt as part of the adoption of the Local Plan 2036.”

Officer report

Earlier applications

An earlier residential application for the land was withdrawn, while two applications relating to the existing Mayfields Way development were approved.

“No further applications have been considered in relation to this land, however the applications below relate to the existing residential development on Mayfields Way:”

Officer report

Why approval was advised

Approval was recommended because the site is allocated for housing and the development was considered acceptable for housing quality, neighbours, highways, drainage and other planning matters subject to controls.

“The application site comprises a housing allocation (HS45) in the Council’s adopted Local Plan. The principle of residential development is therefore considered acceptable in this location. It is considered that the development which would provide a good standard of housing environment for future occupiers, and would not result in harm to the amenity and general living conditions of existing neighbouring occupiers, subject to the conditions outlined within this report.”

“It is considered that the site can be accessed safely and would allow for vehicles and pedestrians to travel safely through the site. In addition, it is considered that the site can be appropriately managed in terms of flood risk and drainage subject to the conditions outlined within this report.”

Officer report

Consultation responses

Most consultees raised no objection or supported the amended proposals, while conditions and contributions were requested for drainage, highways, ecology, public transport and other matters.

“Lead Local Flood Authority (Drainage) – No objection to revised proposals, conditions recommended…”

“Parks and Public Realm – Identified that a Locally Equipped Area of Play (LEAP) would be required and requested an increased level of Public Open Space; following the submission of additional plans confirmed that the layout and design of the proposals are satisfactory…”
