228-home residential development at Land At Great Stone Road, Stretford, Manchester

Summary of planning committee decision

Decided by Trafford Planning and Development Management Committee on 13 Nov 2025.

115175/FUL/24Approved

What was proposed

The application proposed four residential buildings containing 228 homes, communal amenity space, landscaping, parking and access from Great Stone Road.

“All previous buildings on site have now been demolished, and the site is now almost entirely hard surfaced. There is dense tree cover adjacent to the south-east boundary, part of which falls within the Metrolink boundary. Site boundaries are formed from c.2.4m high fencing. A grass embankment forms the boundary of the site with Great Stone Road, sloping upwards towards this highway. Vehicular access was previously via Great Stone Road, however this is now blocked.”

Officer report

Earlier applications and appeal

Earlier proposals included demolition and larger residential schemes; an appeal for apartments was dismissed over design, character, living conditions and cricket-club noise.

“The site was previously subject to a planning appeal in relation to the erection of 332no apartments with associated parking, public realm and infrastructure (planning ref. 100400/OUT/20, appeal ref. APP/Q4245/W/20/3258552). This was dismissed on design grounds, the impact on local character and appearance, impact on future occupants’ living conditions and harm associated with noise from LCC.”

“100400/OUT/20: The demolition of existing retail unit and associated structures; erection of buildings for a mix of use including: 333 apartments (use class C3) and communal spaces ancillary to the residential use; flexible space for use classes A1, A3, D1 and/or D2; undercroft car parking; new public realm; and associated engineering works and infrastructure – Appeal dismissed 06/05/2022.”

Officer report

Why officers supported approval

Officers considered the proposal policy-compliant overall, with housing, regeneration, design and economic benefits outweighing affordable-housing, heritage and courtyard sunlight harms.

“Significant shortfall from policy-compliant level of affordable housing provision and CQAAP infrastructure contributions. • Less than substantial harm to heritage assets in NPPF terms. • Slight shortfall from BRE ‘time in sun’ guidance for internal courtyard.”

“Substantial weight is however given to the contribution the scheme will make to the Council’s five year housing land supply, the regeneration of a prominent site within the Civic Quarter and the high quality development of previously developed land in a sustainable location.”
