“Planning Committee - Part 1 Public Date 16 September 2026 Application Ref: 24/00675/FL Ward: Aylesford South and Ditton Site Location LAND SOUTH OF ST ANDREWS CLOSE St Andrews Close Aylesford Proposal:”

“Erection of a part 2/part 3 storey building to provide Class C3 Retirement Home to create 50x residential units with associated communal facilities, parking, landscaping, access and associated works.”

Officer report

Earlier committee consideration

The application had been deferred to allow further discussions about additional parking, which secured six more spaces and increased the total to 44.

“Members were reminded that consideration of the application had been deferred at the meeting held on 19 August 2026 to enable further discussions with the Applicant regarding additional parking provision. Following those discussions, six additional parking spaces had been secured, increasing the total number of spaces from 38 to 44.”

Minutes

Officers’ recommendation

Officers recommended granting permission subject to conditions and completion of a Section 106 legal agreement.

“Supplementary Statement: This Statement is intended to be read in conjunction with the Committee Report. Following publication of the Committee Report, a further consultation response has been received from KCC Ecology in respect of the updated ecological information, which reflects the current proposal comprising six additional parking spaces compared to that originally proposed.”

“GRANT PLANNING PERMISSION subject to the recommended conditions and completion of S106 legal agreement by 30 November 2026 or later date otherwise agreed in writing by the Director of Planning Housing and Regulatory Services.”

Officer report

Parking and biodiversity changes

The revised layout added six parking spaces without materially harming open space or the development’s ability to achieve 10% biodiversity net gain.

“Conclusion In conclusion, the revised car parking layout would deliver six additional car parking spaces, resulting in a total of 44 spaces. This would be achieved without causing a materially adverse impact on the provision of on-site open space or the development's ability to achieve the statutory 10% biodiversity net gain. The changes do not render the scheme, as originally assessed, any less acceptable in planning policy terms at either the local or national level.”

Officer report

Members’ concerns

Members welcomed more parking but remained concerned about overspill parking and the provision remaining below the previously considered parking standard.

“Due regard was given to the determining issues, conditions, reasons and informatives detailed in the main and supplementary reports of the Director of Planning, Housing and Regulatory Services. Members welcomed the increase in parking provision, although some concern remained regarding the possibility of overspill parking and the fact that the revised provision remained below the parking standard previously considered by the Committee.”

“Members considered the arrangements for potable water supply and sought to strengthen the condition wording to ensure that the necessary supply could be provided before development commenced without compromising services to existing users, while recognising that the existing Grampian-style condition had been the subject of legal advice and had been applied consistently to relevant applications.”
