607-space car park at Natton House, Natton, Tewkesbury
Summary of planning committee decision
Decided by Tewkesbury Planning on 19 Aug 2025.
The site and surroundings
The 1.7-hectare site contained fields, equestrian uses, agricultural buildings and a dwelling, with residential properties nearby and development under construction or approved.
“The site measures about 1.7 ha and is located to the south west of Ashchurch. It is a roughly square parcel of land bounded by mature trees and hedgerows. The majority of the site particularly on the northern half consists of fields used for horse grazing with a number of agricultural buildings and other structures located to the south of the site.”
“To the west of the site residential development is under construction/ partly occupied with further approved residential developments to the south. Four existing residential properties are situated on Fiddington Lane/Natton Lane directly or indirectly opposite the proposed development site with two other existing residential properties off the unnamed lane to the south west of the site.”

What officers recommended
Officers recommended permission because the car park supported the outlet centre, remained within the approved parking total and could avoid unacceptable impacts with controls.
“If given planning permission, the proposed car park would provide replacement parking for the temporary car park consented under planning permission reference 20/00443/FUL and also provide an alternative parking proposal to the application being considered elsewhere on this Committee Agenda for a multi-storey car parking proposal which is within the existing site boundary of the outlet centre. (24/00449/APP).”
“The site would provide accessible car parking for the Retail Outlet since it is considered to be well related to the Outlet Centre and therefore would support the business needs of the overall development and help promote growth within the local economy of Tewkesbury Borough.”
Officer report
Residents’ concerns
Three objections cited unsuitable traffic routes, pollution, flooding, visual and residential harm, noise, privacy, highway safety and the rural character of the lane.
“The application has been publicised through the posting of a site notice for a period of 21 days.”
“Traffic levels on Fiddington Lane which is unsuitable • Mult-storey proposal better out of the two proposals • Light pollution • Pollution • Visual amenity • Surface water run-off and flooding • Acceptable in principle compared with multi-storey proposal but concern about suitability of Fiddington Lane, developer could build bridge road • Potential flood risk to 400 year old cottage • Out of character with rural lane • Noise pollution • Overshadowing of property • Loss of…”

The committee vote
The proposal was seconded and approved by resolution at the committee meeting.
“PL.19.08.25 be provided by other developers as was the contribution towards the Traffic Regulation Order. The speed limit issue was not included in that as the pedestrian/cycle link would take people further north onto Platinum Drive where there was a 30mph speed limit and County Highways considered the speeds were suitable for people crossing the roads at that point.”
“The proposal was seconded and, upon being put to the vote, it was RESOLVED That authority be DELEGATED to the Director: Growth to PERMIT the application, subject to the conditions set out in the Committee report, an amendment to Condition 5 to include the wording ‘or enhanced’ to ensure there was sufficient tree planting including within the outside car parking areas, as suggested by the Council’s Tree Officer, an amendment to Condition 14 to include a dust management plan…”

The decision
Authority was delegated to permit the application with amended landscaping, dust, lighting and waste conditions, subject to a Section 106 agreement.
“Should Members be minded to permit the application, the Legal Adviser suggested the words ‘or enhanced’ could be added to the condition so it would read ‘Notwithstanding the submitted details, no development shall take place until there had been submitted to and approved by the Local Planning Authority in writing, a comprehensive scheme of landscaping including enhancement in relation to Natton Turn Cottage, and include indications of all existing trees (including spread and…”

The members' reasons
“A Member asked whether County Highways had considered that there was no planned pedestrian crossing from the outlet centre across Platinum Drive.”
“In relation to the Traffic Regulation Order for the speed limit change, he could not guarantee that Order would be provided and, if the Member felt the speed limit change was necessary to make this development acceptable, and that it would unacceptable in the absence of the speed limit change, the Member must request that a Grampian condition be applied.”
