Officer report
Officers’ assessment
Officers found benefits from housing, employment, allotments and biodiversity, but considered countryside conflict, the estate cottage and excessive parking outweighed them.
“Conclusion on Planning Balance The modest contributions, beyond the previously permitted development, to Housing Land Supply and social/economic/environmental benefits associated with the development are substantially outweighed by the conflict with the local plan policies relating to the provision of development in the countryside.”
“RECOMMENDATION 10.1 REFUSE for the reasons: The proposed estate cottage and additional parking area represent unjustified development in the countryside for which there is no overriding need. The proposal is therefore contrary to policies COM2 and COM10 of the Test Valley Borough Local Plan (2016) and guidance in the National Planning Policy Framework (2021). 2.”
Officer report
Consultation responses
Several technical consultees raised no objection subject to conditions, while policy officers objected to the tied house and countryside parking.
“The application also seeks permission for 280 sqm of new commercial floorspace. While the policy wording does not refer to a requirement for employment provision on site the outline permission (16/02432/OUTS) allows for the potential of ancillary uses including employment to be developed of up to 1,500 sqm floorspace for non-residential uses. • Erection of detached tied house for Ashfield Estate employee.”
“It is considered that the increased provision for public open space would be a benefit to residents and meet the requirements of this policy. • parking is required to meet adopted standards and must be well designed and appropriately located to be convenient to users. Secure cycle storage is also required for in line with this policy. The proposed parking provision for the employment site within the COM4 allocation boundary does meet the adopted standards.”
Officer report
Parish council views
Both parish councils initially objected, citing countryside policy, landscape impact and reduced visual separation, while North Baddesley later raised no objection to amended plans.
“Nurlsing & Rownhams PC – Objection • The development is contrary to NPPF and TVBCLP. It is in countryside and therefore against policy COM2. This development will erode the green space between Nursling, Rownhams and North Baddesley. It will both have an impact on the landscape and diminish the visual separation between the two parish areas.”

Committee’s view
Members accepted the northern development, allotments and nursery, found the parking caused no harm, and considered the tied house essential for estate management and security.
“Members of the Committee were in agreement with the content of the report to committee with regards to the construction of six Use Class E employment units (280m2 in total) with associated parking following demolition of existing redundant barns, erection of two detached dwelling houses (1 x 4 bed, 1 x 3 bed) with gardens, parking and garaging, conversion of Hoe Farmhouse to offices: all north of Hoe Lane being policy compliant and that planning permission should be granted.”
“The committee also considered the vehicular and pedestrian entrances including lych gate, and overall boundary treatment incorporating 2100mm and 900mm brick walling, 900mm railings and retained hedging: all for the area south of Hoe Lane to have a neutral impact on the character and appearance of the area and were necessary for the provision of the allotments and plant nursery.”

The members' reasons
“However, the committee disagreed with the content of the report with regards to the parking spaces for community uses as well as visitors to employment units as the level of parking proposed did not result in harm to the character and appearance of the area and met Policy T2 and the Parking standards identified in the Local Plan, which are minimum and not maximum parking standards.”
