Summary of planning committee decision

Decided by Sutton Planning Committee on 5 Nov 2025.

DM2025/00447Approved

The site and surroundings

The open fenced plot had historically been used for storage and was beside homes and flats in a mainly residential area.

“The application site, situated on the eastern side of Wandle Road, comprises an open plot of land, enclosed by fencing, that has historically been used for storage, although there is no relevant planning history relating to this. The site is adjoined to the south by a pair of semi-detached dwellinghouses at No's 18 and 20 Wandle Road, and to the north by a two storey converted block of flats known as 1 to 5 Dale Court.”

“Archaeological Priority Area ● Area of Potential Intensification. ● Decentralised Energy Opportunity Area ● Flood Zone 2. ● Hackbridge and Beddington Corner Neighbourhood Area.”

Officer report

Why officers recommended approval

Officers considered the office use acceptable and found no harmful effects on design, neighbours, parking, highways, trees, biodiversity or flooding, subject to conditions.

“To GRANT planning permission subject to the conditions outlined at Appendix B.”

“The erection of a detached two storey office building with provision of refuse and cycle stores to front is acceptable in principle in land use terms given the previous historical use of the land as a builders yard.”

Officer report

What the applicant said

The applicant said the design would protect the tree and neighbours, flood mitigation had been considered, and the office would be used by structural engineers.

What members discussed

Members discussed whether a commercial unit suited the residential setting, its design, the site’s derelict condition and the absence of harm to neighbours.

“In debate, the committee discussed the suitability of the site for a commercial unit. Members considered the extent to which the design would be in keeping with a largely residential area. The committee noted that the proposal would make use of a derelict piece of land and that there would be no harm to the neighbouring amenity.”
