Listed building alterations at 20 Combrook, Warwick
Summary of planning committee decision
Decided by Stratford On Avon Planning Committee on 8 Oct 2025.
The building and its setting
The property is a Grade II listed Gothic cottage in a conservation area, forming part of a terrace designed by John Gibson.
“Description of Site and Surroundings 1. The Heritage Asset The property concerned is part of a terrace of three cottages dating from c1870, all designed by John Gibson, a nationally renowned architect. He had worked under the direction of Charles Barry contributing to the drawings of the new Houses of Parliament. He was also well known for his bank (eg National Provincial Bank in Bishopsgate, London 1862), country houses and church compositions.”
“It was listed grade II in 1997 in recognition of its national significance in terms of architectural or historic interest. The house complements twenty one other listings in the village which lie within the designated Compton Verney and Combrook Conservation Area. The building is located at the core of the village adjacent to the prominent church (grade II c1866 by John Gibson) and Village Hall (grade II c.1860 by John Gibson).”
Officer report
What officers advised
Officers recommended refusal because the completed works weakened the building’s historic layout and caused harm not outweighed by public benefit.
“Conclusion The cumulative impact of the works (including the removal of walls, fireplaces, doorway and landing space) has severely compromised the authenticity and integrity of the historic design, reducing the ability to understand and appreciate a composition which is recognised as having national significance. The original layout was generally suitable for optimum use and would not preclude the building’s adequate function as a dwelling. .”
“By virtue of the extent of removal of historic features including walls, fireplaces, doorway and landing space and the reduction in the area of stairwell, it is considered that the works detract from and diminish the historic composition, providing discordant elements within the original cohesive architectural design. The special architectural and historic interest is not preserved with less than substantial harm being caused which is not outweighed by a public benefit.”
Officer report

“Victorian Society The works cause less than substantial harm to the building’s special architectural and historic interest. (18.07.2025)”
