What is proposed

The former church would become a world buffet and separate burger restaurant, with internal and external alterations and associated ventilation, storage and cycle parking.

“The proposal includes the use of the original part of the building as a world buffet; the extension to the former church building is to be used as a separate burger restaurant. The two Class 3 uses will be adjoined only by a door in the ground floor hallway; however, it is not intended that patrons would be able to access each business using this door.”

“To accommodate the proposals, there are various external alterations. These include the formation of high-level kitchen extraction on the roof pitch on the north elevation. The formation of cycle parking racks to the front of the building entrance to the south elevation.”

The site is a vacant former church, listed building and prominent part of the King’s Park Conservation Area, with mature trees and pedestrian access.

“Considerations The Site The site is the Allan Park South Church situated on Dumbarton Road in the city centre of Stirling. The building is a category B Listed Building and sits within the King’s Park Conservation Area. The building is a stand-alone former ecclesiastic building of gothic architectural origin built in the late 19th century, with a more contemporary addition made to the southeast side of the church in early 20th century.”

“There are mature trees on site with an access road which connects both western and eastern entrances along Dumbarton Road. These can be closed off by bollards to exclude motor vehicles from entering the site. Pedestrian access is possible from The Back Walk and Dumbarton Road.”

Earlier permissions for food, leisure and events uses were granted in 2021 but were not implemented and can no longer be used.

“Planning Permission (21/00848/FUL) and Listed Building Consent (21/00849/LBC) was granted in 2021 for the change of use of the building to form Class 3 (food and drink) and Class 11 (assembly and leisure). The building was intended to be used as an events space. These consents were not implemented and cannot now be implemented.”

Roads and Environmental Health raised no objections subject to conditions, while the community council objected over parking, visitors and signage.

Kings Park Community Council The King’s Park Community Council objected to the proposal on the grounds of limited parking along Dumbarton Road. It is also considered that the impact of increased visitors to the site would have a negative impact on the local area. The requirement for external signage would not be in-keeping with the area.”

“Response: The Council’s Roads Development Control Team reviewed a Transport Assessment submitted as part of this application and subsequently put forward no objections to the proposal subject to Conditions listed in Appendix 1.”
