Summary of planning committee decision

Decided by Southend Planning Committee on 25 Jun 2025.

25/00658/FULApproved

What was proposed

Retrospective permission was sought for an existing single-storey flat-roofed timber store measuring about 7.1 metres by 3.2 metres and 2.4 metres high.

“Retrospective planning permission is sought to erect a single storey flat roofed timber store to the south elevation of the building, set up to the eastern and southern boundaries of the of the site. The store, which has been erected, is some 7.1m deep, 3.2m wide and 2.4m high.”

“The store is accessed via an existing ground floor door in the southern side elevation of the building. This application follows the recently refused part-retrospective application 25/00134/FUL (the 2025 application) to “Install 3no. AC units, extract flues with related screens to roof, door to side elevation and fencing to southern boundary” which was refused in the May Planning Committee meeting.”

Officer report

The site and surroundings

The store is beside an existing building and car park, near residential gardens, protected green spaces and a street tree, within Flood Zone 3.

“The surrounding area includes residential units to the south and south-east, with their rear gardens to the east of the site. To the west of the site is Southchurch Park and to the north of the site is an open green space, both of which are designated as Protected Green Space within the Policies Map of the Development Management Document.”

“There is a street tree on Lifstan Way next to the site which is not protected by a Tree Preservation Order.”

Officer report

Why officers supported it

Officers found the proposal acceptable in principle, with no significant harm to flooding, character, neighbours, parking, traffic or highways, subject to conditions.

“Due to the nature of the development, it is not found to result in any significant parking or highways impacts, it is therefore acceptable and policy compliant in these regards.”

“Having taken all material planning considerations into account, it is found that subject to compliance with the recommended conditions, the development is acceptable and compliant with the relevant planning policies and guidance. The principle of the development is acceptable, and it has not resulted in an increased flood risk. The development has an acceptable impact on the character and appearance of the site, the streetscene and the surrounding area.”

Conditions and advice

The permission included advice about the minor development levy exemption, highway damage and compliance with conditions of the 2022 permission.

“You are advised that as the development equates to less than 100sqm of new floorspace the development benefits from a Minor Development Exemption under the Community Infrastructure Levy Regulations 2010 (as amended) and as such no charge is payable. See www.southend.gov.uk/cil for further details about the Levy.”

“You should be aware that in cases where damage occurs during construction works to the highway in implementing this permission that Council will seek to recover the cost of repairing public highways and footpaths from any party responsible for damaging them. This includes damage carried out when implementing a planning permission or other works to buildings or land. Please take care when carrying out works on or near the public highways and footpaths in the city.”
