Leigh Port quay works at Leigh Port, High Street, Leigh-on-Sea
Summary of planning committee decision
Decided by Southend Planning Committee on 22 Jul 2026.
What was proposed
The application proposed a new quay wall, resurfacing, drainage and utility improvements, dredging, and associated works to support the port’s long-term resilience.
“In addition to modernising the quay the proposal also includes dredging works to improve access to the port for the fishing vessels. The scope of the dredging works and red line boundary have been amended during the application to reduce the extent of dredging works from that initially sought. The proposed dredging now only relates to the works required to create the berthing pocket and access channel adjacent to the south elevation of the new quay.”
“A berthing pocket will be formed to the south side of the new quay wall to provide improved mooring facilities. The extent of dredging for the berthing pocket has been designed with enough width to enable vessels using the channel to pass to the south of moored fishing vessels at Leigh Port.”
Officer report
The site and surroundings
The site is a historic working port in a conservation area, beside protected foreshore habitats and mostly within Flood Zone 3.
“The site is predominately within Flood Zone 3, signifying a high probability of flooding. In addition to being fully within Leigh Old Town Conservation Area, the site is also within Development Management Document Seafront Character Zone 2. The foreshore area at Leigh Port is also located within, or partially within the following protected areas/designations;”
“In addition to the main port area, the application site also includes a small car park on the approach to Two Tree Island, opposite Leigh Skate Park (Leigh Marshes Car Park) and the associated vehicular route to the Port. This has been included because it is the proposed location for the site storage compound during the construction works, which are expected to take around 18 months. The car park has 36 spaces.”
Officer report
Earlier applications
Earlier applications included scoping and screening opinions for quay construction and dredging, together with permissions for buildings and the existing quay.

Why officers supported it
Officers found the regeneration policy-compliant and considered its public benefits outweighed limited heritage, Green Belt, ecological and construction impacts.
“Landscape Visual Impact Assessment - The LVIA concludes that proposal will not result in any significant impacts on the surrounding landscape and context due to the scope and nature of the works within the existing industrial setting of the port itself and considers the minor adverse impacts of the development on some wider viewpoints can be balanced against the public benefits of the regeneration of the port.”
“Residential properties to the east are buffered from the site by the significant structure of Belton Bridge and as such the impact of construction noise is limited to intermittent noise and disturbance from the daytime piling activities only which are only proposed for the first 4 months of the 18-month construction over the winter of 2026 when windows are more likely to be closed.”
