Replacement stables at 1 Enigma Estate Coldharbour, Goring Heath

Summary of planning committee decision

Decided by South Oxfordshire Planning Committee on 19 Nov 2025.

P25/S0357/FULApproved

No officer report was published for this decision; this summary is from the committee minutes.

Replacing a stable building

The application sought to demolish an existing stable building, in place for over ten years, and replace it with a new stable for the applicant's personal equestrian use.

“The application was referred to the planning committee as the officer’s recommendation to approve the application conflicted with the view of Goring Heath Parish Council.”

“The application site contains stable buildings which had existed on the land for over 10 years. There was no planning history related to the application site. The application was for the demolition of an existing stable building and to replace it with a new stable building for the personal equestrian use of the applicant.”

Minutes

Parish council objected over scale and landscape

The parish council objected over harm to the national landscape, traffic on a single-track lane, possible commercial use, and the building's excessive scale, prompting the applicant to reduce its size.

“The parish council had objected to the proposal over concerns it would have a harmful impact on the national landscape, it would have an adverse impact upon the appearance and character of the wider area, concerns over increased activity of traffic on the single- track lane, and concerns that the stable could be used as a commercial enterprise.”

“The parish had also objected that the building was excessive in scale and adopted an inappropriate design. Officers had also considered that the original proposal would neither enhance nor conserve the national landscape in line with policy ENV1 of the local plan. The applicant had amended the proposal reducing the height, width and overall footprint, in line with officer comments.”

Minutes

Officers recommended approval

Officers found the amended, typical stable design an improvement, with an acceptable impact on the national landscape and the wider area, and recommended approval.

“The replacement building would adopt a typical stables appearance and form, with an appropriate roof height and footprint. The amended design was considered an improvement and the impact on the national landscape and the character of the wider area would be acceptable.”

“The proposal was recommended for approval.”

Minutes

“Members queried whether the stable could be converted to residential and were advised that it would require planning permission to do so.”

“Members acknowledged that what was being proposed would be an improvement on the current stable building.”

Minutes

A refusal motion fell, approval carried

A motion to refuse the application over its impact on the national landscape fell, and a motion to grant permission was then carried when put to the vote.

“A motion, moved and seconded to refuse planning permission P25/S0357/FUL due to the impact on the national landscape, fell on being put to the vote.”

“A motion, moved and seconded to grant planning permission P25/S0357/FUL, was carried on being put to the vote.”
