One rural house at Damhill Lodge Corehouse Drive Corehouse, Lanark
Summary of planning committee decision
Decided by South Lanarkshire Planning Committee on 16 Sept 2025.
What was proposed
The application proposed subdividing garden ground to build a single-storey house with a septic tank, soakaways, driveway and access.
“Description of Proposed Development 3.1. The proposed development relates to the erection of a single-storey dwelling house in the side garden, fronting Kirkfieldbank Road. The resultant house and garden would occupy 0.07ha. Associated development includes the installation of a septic tank and soakaways and the formation of a driveway and access for both the donor and proposed house.”
Officer report
The site and its history
The site was a rural garden beside woodland and agricultural land, with Damhill Lodge undergoing renovations and a related extension permission granted.
“Site Description 2.1. The site relates to Damhill Lodge, a dwellinghouse and its garden ground in Corehouse, a small housing group 2 miles south of Kirkfieldbank. The site is outwith any designation defined in the South Lanarkshire Local Development Plan 2 and is therefore considered to be in the rural area.”
“Damhill Lodge sits in the corner of the site by the road junction, with a large curtilage to the rear and side. It is a traditional single-storey cottage that is currently undergoing considerable renovations and extensions. These modifications are part-retrospective as the planning application (P/25/0741) has not been determined. The site has been cleared of all vegetation and ancillary structures such as the former detached garage.”
Officer report
Why officers recommended refusal
Officers found no demonstrated rural need, considered the house suburban and out of keeping, and found it unsuitable for sustainable travel.
“Assessment and Discussion 10.1. Principle of Development Policy 17 of NPF4 and Policy 4 of SLLDP2 aim to direct development to settlements in the first instance and set out the circumstances in which rural homes are appropriate.”
“Conclusion 10.8. In conclusion, the principle of a new dwelling house in the rural area is unsupportable without a demonstrated locational need as defined in Policy 17 of NPF4. Furthermore, the design of the house is suburban in character which is not appropriate to the rural area and is not accessible by sustainable travel.”
Officer report
Consultation and representations
Roads Development Management and Scottish Water had no objections subject to conditions or advice, and no valid third-party representations were received.
“Consultations 6.1. Roads Development Management - No objection, subject to conditions. Response: Noted.”
“Representations 7.1. Following the statutory period of neighbour notification and advertisement, no valid third-party representations have been received.”
