Six dwellings at Orchard Farm Waygateshaw Road, Carluke
Summary of planning committee decision
Decided by South Lanarkshire Planning Committee on 25 Nov 2025.
What was proposed
The application proposed six dwellings, including converted farm buildings and three new houses, with changes to the design and position of one approved house.
“Change of use of farm steading to form two dwellings, restoration of farmhouse to form one dwelling, erection of three dwelling houses and associated access improvements (further application to amend layout, siting, and design of one of the dwelling houses approved under consent P/24/0297)”
“The original approved house on Plot 1 was to be a 2 storey, 5 bedroom house. It had a linear design, finished with stone walls and slate and was located along the northern boundary, facing Plot 2. The proposed house comprises single and two storey components, containing 5 bedrooms and integral garage. It is linear in form and would be finished in stone, render, metal and timber boarding – it is similar in mass, height, and floor area to the previously approved house.”
Officer report
The site
The site lies between Crossford and Braidwood on a plateau above the River Clyde, with woodland, sloping ground, orchards and nearby listed buildings.
“Site Description 2.1. The application site is situated between Crossford and Braidwood on a small plateau above the River Clyde. It is enclosed by mature woodland and sloping ground to the south and east, whilst to the west, the land falls to the River Clyde floodplain. To the south-west of the farm steading are the Listed Buildings of the Italian Garden and Orchard House Nursing Home.”
“Access to the steading is taken from the unclassified Waygateshaw Road via an unsurfaced access track which continues down the north side of the steading to the orchards to the south and west of the farmhouse. A private driveway to Orchard House adjoins the site to the south.”
Officer report
Earlier permissions
Earlier permissions approved restoration and conversion of the farmhouse and steading, three enabling dwellings, and the access road remains implemented.
“Relevant Planning History 4.1. Planning permission (CL/12/00180) was granted on 1 April 2015 for the restoration and conversion of the farmhouse and steading and for the three new dwellings as enabling development. That consent was renewed by Planning Permission P/18/0374 in April 2019 and Planning Permission P/22/0345 in September 2023. The design and location for the approved house at Plot 2 was agreed through Planning Permission P/24/0297 in June 2024.”
“Listed Building Consent CL/12/0292 for the restoration and alteration of the B-Listed farmhouse and steading was granted in August 2013 and after it expired another Listed Building Consent (Ref. P/22/0420), for the same proposal was granted in October 2022. Works internally have commenced on the listed building, and the relating consent remains extant.”
Officer report
What officers recommended
Officers recommended approval because the revised house design and position were considered suitable, policy-compliant and beneficial to the listed building’s restoration.
“The proposal involves the re-use and rehabilitation of an important B-Listed building. NPF4 Policy 7 Historic assets and places supports enabling development under part (n) where it is essential to secure the future of an historic asset which is at risk and is the minimum necessary and outcomes will be ensured by condition.”
“The current application relates primarily to a design change and relocation of the approved dwelling at plot 1. However, it also relates to the overall development of six dwellings. The granting of this permission would not undermine policy objectives or contradict the previous planning approval. 10.7.”
Officer report
Consultation and objections
No consultations were recorded, while six objections raised concerns about design, landscape, access, infrastructure and impacts on surrounding buildings.
“Amenity • The materials may be reminiscent of an outbuilding but it does not appear in a farm setting. • It is built without reference to the existing buildings, field boundaries or landscape structure. • The proposed dwelling would be prominent and visually dominate. • The proposed placement of the building at an angle does not engage sympathetically with the farm steading.”
“Roads Related Matters • No details of road access or turning arrangements for Plot 1. • Impact upon local single-track access. Other Matters Raised • No details of previous application for Plot 2. • The application description makes no reference to enablement. • The local area infrastructure, roads, sewage and water systems will be overloaded with this additional development.”
