Summary of planning committee decision

Decided by South Lanarkshire Planning Committee on 16 Sept 2025.

P/24/0683Approved

The site

The operational quarry lies about five kilometres east-southeast of Lanark, near Pettinain and properties on Glentisset Road.

“The existing quarry lies some 5km to the east-southeast of Lanark, with the village of Pettinain lying some 750m to the north-east of the quarry.”

“The closest residential properties to the existing quarry lie within the southernmost part of Pettinain, some 500m to the north and those properties on Glentisset Road, sitting between 450m and 550m to the northwest side of the site.”

Officer report

Planning history

The quarry has operated since 1896, with existing permissions controlling extraction, an extension, a dust storage area and a further 42-year extension.

“Relevant Planning History 4.1 Cloburn Quarry has been in operation since 1896. The site originally operated as two separate quarries, Cairngryffe and Cloburn, and when both of these quarries were acquired by Cloburn Quarry Company Limited in 1987, they have been worked as a single unit.”

“July 2016 and relates to a retrospective application for and extension to the “dust storage area”.”

Officer report

What officers recommended

Officers recommended approval because the variations would update controls, align permissions and allow restoration without undermining the existing permission.

“The proposed variation to Condition 5 seeks simply to align the end date/restoration date of the quarry operations as approved under planning permission CL/09/0086 with that arising as a consequence of planning permission reference P/24/0861 with it being considered that this variation raises no issues of conflict with the provisions of the development plan and will allow all of the permissions which govern and control the operation of the site to have a common end…”

“As is noted above, the nature of Section 42 applications is such that they do not present the opportunity for the Planning Authority to revisit the principle of the development, or any facets of the original planning permission and that, as such, the assessment of the proposals relate solely to the consideration of the impact of the proposed variations to the extant planning conditions and whether they can be reasonably justified or whether the proposed variations…”
