Summary of planning committee decision
Decided by South Hams Development Management Committee on 9 Jul 2026.
No officer report was published for this decision; this summary is from the committee minutes.
What was proposed
A retrospective application sought permission for four ANPR cameras and poles at the car park, with one camera outside the applicant's control.
“Development: READVERTISEMENT (revised plans & amended description) Application for four ANPR cameras and poles (retrospective)”
“The Case Officer reported a change to the plans since Members looked at the application previously, one of the ANPR cameras was situated on land outside of the control of the applicant and relates to ANPR Camera Two.”
Minutes
Key issues and reduced signage
Officers raised principle, design and landscape impact, noting the number of signs had been reduced from 51 to 32.
“The Case Officer raised the key issue namely: • Principle. • Design. • Landscape impact.”
“In response to questions raised, it was reported that: • Originally there were 51 signs and now reduced to 32 signs. • The heights of the signs were included within the layout plan.”
Minutes
Support for the application
A speaker in support said the signage and cameras had been reduced to address earlier concerns while remaining compliant and serving customers.
Parish Council's objection
The Parish Council said stacked signage harmed the heritage coast's landscape and asked for more restraint despite the reduction in signs.
“Councillor Molesworth representing Bigbury Parish Council. The impact of the signage on the national landscape and heritage coast and signs 7, 8 ,12 and 13 were stacked and in key positions when looking at some of the iconic parts of the heritage coast, especially in the lower car park. The proliferation of signage in the top car park must also protect, maintain and enhance the unique landscape, seascape, character and special qualities of the area.”
Minutes
Ward member and committee debate
The ward member supported reducing the stacked signage, and members noted the operator had worked with officers to reduce landscape impact.
“Local Ward Member: Councillor Taylor raised that there were a lot of the signs in place when the car park was operated by South Hams but was supportive of a reduction in the stacked signage.”
“During the debate, Members noted the operators had taken on board the previous comments and worked with officers to reduce the impact on the landscape.”
Minutes
Officers' recommendation
Members proposed and seconded support for the officer's recommendation of conditional approval, which the committee granted.
“It was then PROPOSED and SECONDED to support the officer’s recommendation.”
Minutes
