Library to home conversion at Quantock House Library, Quantock Parade, North Petherton

Summary of planning committee decision

Decided by Somerset North on 14 Oct 2025.

37/25/00033Approved

No officer report was published for this decision; this summary is from the committee minutes.

What was proposed

The application sought change of use and conversion of the former library to one residential dwelling.

“The Planning Officer introduced the application with the aid of a presentation. The Officer explained that the application was for the approval to change of use and conversion of former library to 1No. residential dwelling.”

Minutes

Objection

An objector argued the loss of the library to residential use breached retail policy, and that demand for retail was only temporarily weak.

“Opposed the change of use of the library to residential use and argued the loss of retail and commercial space was against Local Policy. • Stated the library was forced to move due to building issues such as the roof being blown off by the wind and water ingress, and not due to the lack of demand. • Emphasised the original purpose of the building was to replace shops lost in a road widening scheme and further loss of retail would harm the area.”

Minutes

What members debated

Members discussed whether the loss of the library was justified, and officers confirmed it had relocated nearby and the property had seen no commercial interest for over a year.

“Councillors debated if the loss of the former library for residential use was justified under Local Policies. The Planning Officer clarified that although Local Policies sought to resist the loss of community facilities, the library had been relocated across the road which met the policy for the requirement for alternative provision.”

Minutes

The decision

Planning permission was granted in line with the officer recommendation, carried 9 votes to 3.

“After deliberations Councillor Bolt proposed to grant permission in accordance with Officers’ recommendations. This was seconded by Councillor Hendry.”

“Having been duly proposed and seconded the Planning Committee resolved that the Planning Application be GRANTED planning permission in line with the officer recommendation.”
