67 homes at Land At Welcome Home Farm, Hornsbury Hill, Chard
Summary of planning committee decision
Decided by Somerset South on 21 Apr 2026.
No officer report was published for this decision; this summary is from the committee minutes.
What was proposed
The application sought 67 dwellings on a site allocated for development as an extension to the town.
“The planning officer introduced the major application for 67 dwellings at Hornsbury Hill as a logical extension to the town, and that the site is an allocation in the South Somerset District Council Chard Eastern Development Area Local Plan policy. She explained that the application is coming before committee due to an objection from Chard Town Council.”
“With the aid of a PowerPoint presentation containing location plans, site photos, and layout plans she explained the principle of development and summarised the key considerations including quantum, scale and character, residential amenity, ecology, highways safety and active travel, drainage and flood risk and phosphates.”

The members' reasons
“Other members felt that the development is acceptable because the land is an allocated strategic area of growth, there is shortage of affordable housing in the local area, the lack of a 5 year land supply in Somerset, and the agreed planning conditions mitigate any adverse impacts of the development.”
