“The Officer’s Report stated this application was outline planning permission for up to 65 residential dwellings with 30% affordable housing, with vehicular access from Moorland Road, public open space, landscaping, a sustainable drainage system, a package treatment plant and associated works with details of access. The site is located adjacent to the northern boundary of Street, west of the allotments and Street Recycling Centre.”

“Access via Moorland Road is too narrow at 5.0m with sub-standard footways, failing national design guidance. • Safer alternative access exists via Strawberry Hill, which already includes traffic-calming features. • Existing parking on both sides reduces the usable width to below emergency-vehicle standards, creating a safety hazard. • Double yellow lines would displace parking and worsen congestion and pedestrian conflict.”

“Members queried parking arrangements and displacement and the Highways Officer confirmed that adequate parking would be secured and that double yellow lines would manage highway safety but require a TRO (Traffic Regulation Order. • There was a suggestion that the open-space area could be used for allotments. • The BNG maintenance duration was queried as was access alternatives. Officers responded that BNG and phosphate mitigation land would be secured via S106.”
