“2023/1932/FUL - Barns at Wellhayes Farm, Lower Westholme Road, Pilton, Shepton Mallet, Somerset - Agenda Item 6”
“The Officer’s Report stated this application was for the conversion of 3 barns into 4 semi-detached houses with a separate outbuilding. This application was previously discussed at the Planning Committed held in December 2024 when Members resolved to defer the application to enable the applicant to update their Flood Risk Assessment.”
Minutes
Officers now recommend approval
Officers now recommend approval, as updated flooding and drainage information and the area's housing land supply were judged to outweigh the remaining objection to converting a rural building.
“The Report continued that additional information was commissioned and submitted and a full reconsultation exercise was undertaken. The additional information is considered to have overcome the previous recommended refusal reasons 2 (flooding) and 3 (foul drainage), leaving refusal reason 1 (rural building conversion).”
Minutes
Members queried flood safety measures
Members questioned whether raising floor levels by about 370mm was enough to protect occupants and buildings in a 1-in-100-year flood, and officers said the focus was on life safety rather than flood-proofing.
“Members sought clarification on flood mitigation for a 1-in-100-year event, questioning whether the measures were sufficient to protect both occupants and buildings. Officers responded that mitigation relies primarily on raising finished floor levels by approximately 370mm, improved flood modelling data, and ensuring occupants can remain safe or evacuate if required. The approach focussed on life safety rather than flood-proofing buildings.”
