“Members were of the opinion that the Highways Officer would be able to explain, on site, how they considered that the proposed mitigation measures were appropriate and acceptable in addressing the identified highways issues. Furthermore, Members considered that a site visit would enable them to make a more balanced and informed assessment of the proposals.”
