12-turbine wind farm at Land East Of Longcroft Farmhouse, Oxton

Summary of planning committee decision

Decided by Scottish Borders Planning and Building Standards Committee on 29 Jun 2026.

23/01736/S36Approved

What was proposed

The proposal was for 12 wind turbines up to 220 metres tall, a 50MW battery system and associated infrastructure, operating for 50 years.

“PROPOSED DEVELOPMENT 5.1Consent was originally sought for a larger development which consisted of 19 wind turbines at 220m in height, at the time of submission, this proposal was known as the Longcroft Wind Farm (hereinafter referred to as the ‘original proposal’). Through the course of the application, turbines (T’s) 1-4 and Ts 17- 18 were removed.”

Officer report

The site

The site is moorland on the southwestern edge of the Lammermuir Hills, mostly within the Lammermuir Hills Special Landscape Area and near Fallago Rig wind farm.

“SITE DESCRIPTION 4.1The application site extends across 8.31ha of moorland located on the southwestern edge of the Lammermuir Hills, approximately 3.5km to the northeast of Oxton and 6.4km to the north of Lauder. The site rises from 200m AOD to the south to 490m AOD to the north.”

Officer report

Officers’ recommendation

Officers recommended objecting because the development would harm the settings of three scheduled monuments and the environmental effects of the grid connection were insufficiently assessed.

“17.5Furthermore, in the absence of a meaningful assessment of the likely environmental effects arising from the proposed grid connection, following the Court of Session decision in Raeshaw Farms Limited v Scottish Ministers [2026] CSIH 10, the potential environmental effects of the project as a whole have not been fully considered, therefore the proposal has not adequately demonstrated if project design and mitigation can address all its relevant environmental effects as…”

Officer report

Heritage and grid concerns

The turbines would harm key views and intervisibility between three hillforts, while the uncertain grid connection prevented assessment of the project’s full environmental effects.

“While the spread of turbines is reduced, the scale of the proposed turbines still dominates Glenburnie hillfort and its surroundings along the valley, including significant views towards the fort from Longcroft hillfort (VP H1) • When viewed from Addinston and Longcroft hillforts, the clearer spacing between the proposed turbines is viewed to result in individual turbines being more clearly visible and stark across the skyline.”
